Enable Buffering is not working

Description: 

AgentX's "Enable Buffering" feature, designed for congestion control and log flooding management, is not working as expected. Without any congestion control, AgentX is vulnerable to being overwhelmed by a high volume of incoming log events, which could lead to system crash and log loss
